Provided that no medical practitioner, chemist or druggist, 403 practising or dis; ensing within the jurisdiction of His

Britannic Majesty's Supreme Court for China qualified so to

do to the satisfaction of His Majesty's Kinister, and hold-

ing a certificate to be issued by his to that effect shall be hereby prevented from prescribing preparing or selling spium for bona fide medicinal purposes.

Any person who does, or attempts to do, any set prohibited by these hegulations commits a breach of the same; and shall, upon conviction, be liable to a fine not exceeding £50, or to imprisonment, with or without hard labour, for a period not exceeding three months, or to a fine, or to both. Provided that where such breach relates to the importation or exportation of opium the fine imposed may extend to a sum equivalent to treble the value of the opium in relation

to which the breach is committed.

Any opium in relation to which an offence under these hegn- lations has been committed shall be liable to forfeiture; and upon forfeiture shall be dealt with as His kajesty's kinister

may direct.

These Regulations may be cited as the Opium Prohibition Regulations, 1919.
